For donors, development partners and prime contractors

Institutional information.

What a procurement reviewer needs before shortlisting us. Every statement below is supported by documents, available on request.

Governance and ownership

Privately held, fully disclosed on request.

The founder served ten years as a National Electoral Commissioner at the federal level, holds no current appointment at INEC or any electoral tribunal, and is named in the institutional profile.

Director and shareholding particulars are on the public record at the Corporate Affairs Commission. Prior public service is disclosed in every institutional submission. Where a reviewer treats former public officials as politically exposed persons, we support enhanced screening without reservation.

Separation of practice

Programme work and political advisory never share a contest.

Two classes of engagement. Non-partisan programme work for institutions. Commercial advisory for political principals. Four rules keep them apart.

1. Contest-level exclusivity

We never hold a programme engagement and a political engagement touching the same contest. Where they would overlap, one is declined.

2. Conflict register

Every prospective engagement is checked against a register of current and recent work before acceptance. Institutional clients may inspect the register under confidentiality.

3. Separate engagement terms

Programme work is contracted under institutional terms: deliverables, funder reporting, audit and access rights. Political advisory is contracted separately. No letter serves both.

4. No outcome work in either class

In both classes the subject is process: what the framework requires and how compliance is evidenced. We do not campaign, mobilise, or act to produce a result.

Methodology

Methods built on the Commission's own standards.

Observation design and instrumentation

Instrument design, sampling frameworks and observer briefing for long-term and short-term missions. Built to satisfy funder reporting and to produce findings that hold up legally.

Documentary-chain analysis

The record from voter registration through accreditation, collation and declaration: the Form EC8 series, certified true copies, polling unit returns. How it is produced, where it is vulnerable, and what its condition reveals about a poll.

Legal-framework compliance review

Structured review of programme design against the Electoral Act 2026 and the administrative practice of the Commission, finding where assumptions and requirements diverge before the divergence becomes a finding.

Capacity building and civic education

Curriculum and materials for electoral-sector institutions and funded voter education, with reporting structured to funder requirements.

Compliance

Systems, in writing, from the first engagement.

  • Scope, fees and deliverables are set in writing before work begins. Statutory INEC fees are paid by clients directly and never pass through our accounts.
  • A conflict register is checked before any engagement is accepted.
  • We name no client and use no work as a credential without written consent.
  • Personal data is handled under the Nigeria Data Protection Act 2023. Enquiries go to our own intake endpoint. No third-party form service, marketing platform or analytics provider processes them.
  • Engagement records are retained to support funder audit and access rights where the terms provide for them.

The due-diligence pack

Provided to institutional reviewers on request, as each becomes available: certificate of incorporation, current status report, named leadership profile, conflict-of-interest policy, a sample engagement letter for each class of work, and references subject to client consent.
